During the 2007-2008 rule making process, the Colorado Oil and Gas Conservation
Commission deferred action on the well to building setback requirements set forth in Rule 603.. Since that time, some local governments,
environmental groups, and individuals have continued to raise questions and express concerns about these requirements. In response to
these questions and concerns, the COGCC Director recommended at the January 2012 Commission hearing that the
Commisson staff commence a stakeholder process to discuss this issue. The Commission agreed to the recommendation.
