ORDER NO. 4-3

 

REPORT OF THE COMMISSION

 

This cause came on for hearing before the Commission on December 18, 1962, at 10 A.M., in Room 132, State Services Building, Denver, Colorado, after publication of Notice of Hearing as required by law, and mailing of copies of the application pursuant to regulations of this Commission, on the application of the Union Texas Petroleum Corporation for an order approving a certain Unit Agreement covering unit operations described and set forth in Applicant's Exhibits "A" and "B", for lands to be known as the South Unit Area of the Greasewood Field, and further approving a proposed water injection project for the "D" Sand reservoir underlying said South Unit Area. At the hearing, the application was amended by deletion of the request for a second injection well.

 

FINDINGS

 

The Commission finds as follows:

 

1.      That due notice of the time, place and purpose of the hearing has been given in all respects as required by law.

 

2.      That the Commission has jurisdiction over the subject matter embraced in said Notice, and of the parties interested therein, and jurisdiction to promulgate the hereinafter prescribed order.

 

3.      That a ruling on the request for admissions, and the objections filed thereto, is moot in view of the fact that the information requested was furnished as a result of the direct testimony presented by the applicant, and the cross examination of applicant's witness, Clarence E. Smith.

 

4.      That questions concerning the private contractual rights among the parties are not, in this instance, within the jurisdiction of the Commission.

 

5.      That the "D" sand formation underlying the South Unit Area of the Greasewood Field, as set forth in Exhibit "A" attached to the Unit Agreement presented by Applicant, constitutes a common source of supply of oil and gas, and that said South Unit Area is composed of the following described lands in Weld County, Colorado, to-wit:

 

Township 6 North,  Range 61 West, 6th P.M.

 

 

Section 13:

SW¼, SW¼ SE¼

Section 24:

W½, W½ NE¼, NW¼ SE¼

Section 25:

N½ NW¼

 

6.      That said Unit Agreement is necessary to increase the ultimate recovery of oil from said South Unit Area of the Greasewood Field, and should therefore be approved as being in the public interest for conservation.

 

7.      That the proposed water injection project, as presented by Applicant, for injection of water into the "D" sand reservoir underlying said South Unit Area, through an injection well to be located in the SW/4 SE¼ SW¼ of Section 24, Township 6 North, Range 61 West, 6th P.M., Weld County, Colorado, will increase the ultimate recovery of oil from said South Unit Area, and should therefore be approved as being in the public interest for conservation.

 

8.      That avoidable waste of oil and gas will be prevented by the operations proposed by Applicant; and that the correlative rights of all parties in the South Unit Area, as herein defined, will not be adversely affected and will be reasonably protected under such a plan of operation; and that in the interest of securing the greatest ultimate recovery of oil from said reservoir, the prevention of waste and protection of correlative rights, this application should be granted.

 

ORDER

 

NOW, THEREFORE, IT IS ORDERED that the following rules and regulations shall apply hereafter to the lands set forth in this order, in addition to other applicable rules and regulations and orders of the Commission, if any, heretofore adopted and not in conflict herewith.

 

Rule 1.    The "D" sand formation underlying the following described lands in the South Unit Area of the Greasewood Field, Weld County, Colorado, constitutes a common source of supply of oil and gas:

 

Township 6 North,  Range 61 West, 6th P.M.

 

 

Section 13:

SW¼, SW¼ SE¼

Section 24:

W½, W½ NE¼, NW¼ SE¼

Section 25:

N½ NW¼

 

Rule 2.    The Unit Agreement presented by Applicant, and covering operations in the South Unit Area of the Greasewood Field, herein defined, is hereby approved.

 

Rule 3.    The water injection project, as presented by Applicant, for injection of water into the "D" sand formation underlying said South Unit Area of the Greasewood Field, is hereby approved, and the Union Texas Petroleum Corporation is authorized to inject water into said reservoir through an injection well in such quantities as shall be reasonably determined by Applicant to best achieve the maximum recovery of oil without waste.

 

IT IS FURTHER ORDERED, that the Commission expressly reserves its right, after notice and hearing, to alter, amend or repeal any and/or all of the above orders, rules and regulations.
