ORDER NO. 30-19

 

REPORT OF THE COMMISSION

 

This cause came on for hearing before the Commission on September 17, 1963, at 10 A.M. in Room 132, State Services Building, Denver, Colorado, after publication of Notice of Hearing as required by law, on the application of the Plains Exploration Company for an order amending portions of Rule 1 of Order No. 30-8, as revised by Order No. 30-13, so as to permit production of larger quantities of gas during given periods, but in no event to allow the total gas production in a twelve-month period to exceed 200,000 cubic feet of gas per day.

 

FINDINGS

 

The Commission finds as follows:

 

1.      That due notice of the time, place and purpose of the hearing has been given in all respects as required by law.

 

2.      That the Commission has jurisdiction over the subject matter embraced in said Notice, and of the parties interested therein, and jurisdiction to promulgate the hereinafter prescribed order.

 

3.      That the Commission has previously issued its Order No. 30-13 which revised Rule 1 of Order No. 30-8 and provided, among other things, for a maximum production of gas in the amount of 200,000 cubic feet per day from wells producing gas only, or oil and gas with a gas-oil ratio in excess of 30,000 cubic feet of gas per barrel of oil, with the allowable gas production not to be exceeded by more than six days allowable.

 

4.      That Rule 1 of Order No. 30-13 should be revised to allow operators of wells producing gas only, or oil and gas with a gas-oil ratio in excess of 30,000 cubic feet of gas to one barrel of oil, to produce their annual allowable; e.g., 200,000 cubic feet times the number of days in the year, in a period of four months.

 

5.      That production, as outlined in Finding 4 above, would not harm the reservoir, provided a daily rate of 650,000 cubic feet of gas per well were not exceeded and provided, further, that the allocation of take among the various operators in the gas cap be in such a manner that reasonably uniform withdrawal will occur from the cap during the entire year.

 

6.      That the Director should prepare a schedule, which may be altered as needed, to assure as far as practicable, reasonably uniform withdrawals from the gas cap.

 

7.      That, as outlined above, the taking of gas from the "J" sand reservoir of the Little Beaver Field will not be injurious to the oil or gas portion of the reservoir.

 


 

ORDER

 

NOW, THEREFORE, IT IS ORDERED, that Rule 1 of Order No. 30-13 shall be and the same is hereby revised to provide as follows:

 

Operators of wells producing gas only, or producing oil and gas with a gas-oil ratio in excess of 30,000 cubic feet of gas to one barrel of oil, are hereby allowed to produce their annual gas allowable; e.g., 200,000 cubic feet times the number of days in the year, according to a schedule prepared by the Director of the Oil and Gas Conservation Commission; provided, however that at no time shall a well be produced at a rate in excess of 650,000 cubic feet of gas per day; and provided, further, that any over production of gas from any well during a producing period shall be made up during its next producing period, and any under production of gas from any well shall be made up as directed.

 

IT IS FURTHER ORDERED, that the Director of the Oil and Gas Conservation Commission shall make up a schedule, effective October 1, 1963, for production of gas from the gas cap of the "J" sand reservoir of the Little Beaver Field which will allow production in such a manner that withdrawals from said reservoir will be as uniform as is practicable; and shall revise said schedule from time to time as reservoir conditions and well capabilities dictate.

 

IT IS FURTHER ORDERED, that this order shall become effective October 1, 1963, and remain in full force and effect until further order of this Commission, pursuant to notice and hearing.

 

IT IS FURTHER ORDERED, that the Commission expressly reserves its right, after notice and hearing, to alter, amend or repeal any and/or all of the above orders, rules and regulations.

To Operators of wells in the Little Beaver "J" Sand Reservoir affected by Order No. 30-19:

 

In order to implement the provisions of Order No. 30-19, to determine well capabilities for uniform withdrawals up to but not exceeding 650 MCF per well per day; and, to be better prepared for scheduling in 1964, the last three months of 1963, namely, October, November, and December, will be handled as a producing period as outlined in the schedule below. Each operator will produce his remaining 1963 allowable in the month indicated at a rate not to exceed 650 MCF per well per day. Allowables as indicated should be further adjusted for underproduction occurring during September and for additional overproduction occurring during September and additive to the overproduction to September 1, 1963.

 

Your attention is again called to the condition of maximum production of 650 MCF per well per day. Operators whose wells are incapable of producing their remaining allowable in the month assigned, should contact this office as soon as this is evident and provisions for make-up prior to the end of the year will be made.
