ORDER NO. 30-12

 

REPORT OF THE COMMISSION

 

This cause came on for hearing before the Commission on September 17, 1957, at 10 A.M., in Room 243 State Capitol, Denver, Colorado, after publication of Notice of Hearing as required by law, on the Commission's own motion to accept reports from the operators regarding the progress made with reference to unitization of the J" sand reservoir of the Little Beaver Field, Washington and Adams Counties, Colorado, and to consider possible revision of field rules.

 

FINDINGS

 

The Commission finds as follows:

 

1.      That due notice of the time, place and purpose of the hearing has been given in all respects as required by law.

 

2.      That the Commission has jurisdiction over the subject matter embraced in said Notice, and of the parties interested therein, and jurisdiction to promulgate the hereinafter prescribed order.

 

3.      That the operators are engaged in an effort to unitize the "J" sand reservoir of the Little Beaver Field, and that since the hearing held in this cause on June 18, 1957, some progress has been made toward achievement of such unitization.

 

4.      That the Commission recognizes the difficulty in reaching a unitization agreement that will protect correlative rights and at the same time permit the field to be operated with maximum efficiency, because of the nature of the reservoir; but it is hoped that all persons who are owners of interest in subject reservoir will conscientiously endeavor to mutually agree upon a plan of production operations which will increase the ultimate recovery of oil from the "J" sand reservoir of the Little Beaver Field, and protect the correlative rights of all interests involved.

 

5.      That the provisions of Order No. 30-8, continued by Order No. 30-9, and further continued by Order No. 30-10, should be further continued to approximately January 28, 1958, in order to provide for more time for the voluntary negotiations now under way for unitization of subject reservoir and also to provide additional time for the Commission to accumulate further data on the "J" sand reservoir of the Little Beaver Field, including a special bottom-hole-pressure survey.

 

6.      That progress of unitization should be reported to the Commission at the proposed hearing to be held on or about January 28, 1958; and, further that all persons who are owners of interest in subject reservoir should be prepared to state what they believe is their fair and equitable share of production, and the reasons therefore; and, further, that at such bearing, additional testimony and recommendations concerning a change in field rules should be presented to the Commission.

 

ORDER

 

NOW, THEREFORE, IT IS ORDERED, that the following rules and regulations shall apply hereafter to the "J" sand reservoir of the Little Beaver Field, Washington and Adams Counties, Colorado, in addition to other applicable rules and regulations and orders of the Commission, if any, heretofore adopted and not in conflict herewith:

 

Rule 1.    Rules and regulations as set forth in Order No. 30-8, continued by Order No, 30-9, and further continued by Order No. 30-10, for production of oil and gas from the "J" sand reservoir of the Little Beaver Field are hereby continued.

 

Rule 2.    A hearing shall be held on approximately January 28, 1958, (proper notice to be issued later), at which time the operators shall report the progress made with reference to unitization of the "J" sand reservoir of the Little Beaver Field, and field rules shall be reconsidered.

 

Rule 3.    Operators and owners of all wells which are capable of producing from the "J" sand reservoir of the Little Beaver Field, Washington and Adams Counties, Colorado, shall make a determination of datum reservoir pressure of each of their respective producible wells. All pressure determinations shall be made at a datum of Seven Hundred Twenty-five (725) feet below sea level.  All wells capable of producing from said reservoir shall be shut in twenty-four (24) hours prior to testing, and shall remain shut in until completion of the survey. Datum reservoir pressure for this special survey shall be determined by the use of a bomb, and the survey shall be commenced on a date agreed upon by the operators and approved by the Commission, during the first fifteen (15) days of January, 1958, the results of which survey shall be reported to the Commission within five (5) days after completion of such survey. The Commission may grant exceptions to this rule by written approval for good cause shown.

 

IT IS FURTHER ORDERED, that the Commission expressly reserves its right, after notice and hearing, to alter, amend or repeal any and/or all of the above rules and regulations.
