ORDER NO. 30-10

 

REPORT OF THE COMMISSION

 

This cause came on for hearing before the Commission on June 18, 1957, at 10:00 A.M., in Room 330, State Office Building, Denver, Colorado, after publication of Notice of Hearing as required by law, on the application of Col-Tex, Inc. requesting a hearing to consider amendments to Order No. 30-8, regarding, among other things, the definition of a gas well and the allowable gas production from oil wells.

 

FINDINGS

 

The Commission finds as follows:

 

1.      That due notice of the time, place and purpose of the hearing has been given in all respects as required by law.

 

2.      That the Commission has jurisdiction over the subject matter embraced in said Notice, and of the parties interested therein, and jurisdiction to promulgate the hereinafter prescribed order.

 

3.      That under Order No. 30-8, the wells belonging to Applicant are voiding a reservoir area at least equal to and in some cases greater than the other oil wells in the field.

 

4.      That, due to the reservoir voidage [sic] effect of Order No. 30-8, reasonably avoidable drainage is not occurring at the present time.

 

5.      That the present gas-oil ratio of the oil producing area of the Little Beaver Field is about 1825 to 1, and that under Applicant's proposal, the additional oil would be produced at a gas-oil ratio of about 5000 to 1. This would result in an increased gas production from the field of approximately 1,000,000 cubic feet.

 

6.      That an increase in gas production at the present time would result in surface waste, as all market outlets are operating at or near capacity, and additional gas would be flared.

 

7.      That the additional production of gas would eventually result in reservoir waste.

 

8.      That the operators have represented to the Commission that an effort toward unitization is being made. The Commission believes that a unit operation would benefit all operators, and endorses this effort.

 

9.      That progress of unitization should be reported to the Commission in approximately ninety (90) days, and that a hearing should be held on September 17, 1957, at which time the operators should report such progress, and field rules should be reconsidered.

 

ORDER

 

NOW, THEREFORE, IT IS ORDERED, that the petition of the Applicant is hereby denied, and the following rules shall apply hereafter to all owners and operators of wells capable of producing oil or gas from the "J" sand reservoir of the Little Beaver Field, Adams and Washington Counties, Colorado:

 

Rule 1.    Rules and regulations as set forth in Order No. 30-8 for production of oil and gas from the "J" sand reservoir of the Little Beaver Field are hereby continued.

 

Rule 2.    A hearing shall be held on September 17, 1957, (proper notice to be issued later), at which time the operators shall report the progress made with reference to unitization of the "J" sand reservoir of the Little Beaver Field, and field rules shall be reconsidered.

 

IT IS FURTHER ORDERED, that the rules and regulations contained herein shall become effective forthwith.

 

IT IS FURTHER ORDERED, that the Commission expressly reserves its right, after notice and hearing, to alter, amend or repeal any and/or all of the above rules and regulations.
