ORDER NO. 30-1        (Emergency)

 

REPORT OF THE COMMISSION

 

The Oil and Gas Conservation Commission of the State of Colorado has been closely observing the production of oil and gas from the "D" and "J" sands of the Little Beaver Field in the State of Colorado. This field contains oil and gas now in production, and the Commission has heretofore, upon application, notice, and hearing, established drilling and spacing rules in said "D" and "J" sands of the said Little Beaver Field.

 

FINDINGS

 

The Commission finds as follows:

 

1.      That the Commission has jurisdiction to promulgate the hereinafter prescribed Order.

 

2.      That in accordance with the provisions of Sections Four (4) and Five (5) of the Oil and Gas Conservation Act of 1951, as amended, there is being committed in the Little Beaver Field underground waste, inefficient, excessive or improper use or dissipation of reservoir energy, and the escape, blowing or releasing, directly or indirectly, into the open air, of gas from wells producing oil or both oil and gas; and that there is being committed in the Little Beaver Field, the production of gas in quantities or in such manner as is unreasonably reducing reservoir pressures or unreasonably diminishing the quantity of oil or gas that might ultimately be produced.

 

3.      That an emergency exists which requires immediate action and requires the immediate promulgation of upper limits upon the production of gas for all wells producing oil or both oil and gas in the Little Beaver Field, in order to prevent and avoid waste, as that term is defined in the Oil and Gas Conservation Act of 1951, as amended, and in order to conserve oil and gas and to secure the greatest ultimate recovery of oil and gas from the Little Beaver Field; and that an Emergency Order should be issued, in accordance with the provisions of Section 8(c) of the Oil and Gas Conservation Act of 1951, as amended.

 

4.      That the operators and owners of all wells producing oil or both oil and gas from the "D" and "J" sands of the Little Beaver Field should not produce gas from any one well in an amount, during any one month, exceeding a daily average of One Hundred Fifty Thousand (150,000) cubic feet, provided, however, that the provision of this paragraph should not apply to gas required for lease development or operations, gas used as fuel, gas being sold to a gasoline plant or plants, gas used in gas injection operations and gas required to supply domestic and municipal needs.

 

5.      That the Little Beaver Field, as used herein, is that area in Sections Nineteen (19), Twenty-Eight (28), Twenty-Nine (29), Thirty (30), Thirty-One (31), Thirty-Two (32), and Thirty-Three (33), Township One (1) South, Range 56 West; Sections Five (5), Six (6), Seven (7), and Eight (8), Township Two (2) South, Range 56 West, Washington County Colorado; and Sections Twenty-Four (24), Twenty-Five (25), and Thirty-Six (36), Township One (1) South, Range 57 West; Sections One (1) and Twelve (12), Township Two (2) South, Range 57 West, Adams County, Colorado, which is underlain by the "D" and "J" Sands.

 

ORDER

 

IT IS THEREFORE ORDERED, that the operators and owners of all wells producing oil or both oil and gas from the "D" and "J" Sands of the Little Beaver Field shall not produce gas from any one well in an amount, during any one month, exceeding a daily average of One Hundred Fifty Thousand (150,000) cubic feet, provided, however, that the provision of this paragraph shall not apply to gas required for lease development or operations, gas used as fuel, gas being sold to a gasoline plant or plants, gas used in gas injection operations and gas required to supply domestic and municipal needs.

 

IT IS FURTHER ORDERED, that this Order shall be effective fifteen (15) days, commencing February 16, 1954.
