ORDER NOS. 226-15, 233-2, 237-7, 238-2, and 239-4           (Emergency)

 

REPORT OF THE COMMISSION

 

The Commission issued its Order No. 226-9 on March 2, 1971, for the Peoria Field; Order No. 239-1 on April 28, 1971, for the Latigo Field; and Order No. 237-6 on March 1, 1972, for the Poncho Field; which orders, among other things, established a limitation on production from said fields.  Order No. 233-1, issued November 17, 1970, for the Peoria North Field; and Order No. 238-1, issued April 28, 1971, for the Hombre Field; established, among other things, 80-acre spacing for the production of oil from these fields.  

 

FINDINGS

 

The Commission finds as follows:

 

1.      That the Commission has jurisdiction to promulgate there hereinafter prescribed order.

 

2.      That an emergency exists requiring immediate action by the Commission, and that an emergency order should be issued in accordance with the provisions of 100-6-7 (3) CRS 1963, as amended.

 

3.      That the capacity of the Peoria Gas Processing Plant has been expanded to handle approximately 16 million cubic feet of gas per day and that in order to be able to load and test the design capabilities of the expanded plant, temporary relief should be granted from the restrictions on production of oil and gas as established by Order No. 226-9 for the Peoria Field, Order No. 239-1 for the Latigo Field, and Order No. 237-6 for the Poncho Field; that in order to minimize abuse of correlative rights, said relief from production restrictions on oil and gas should be granted only when all wells within a field that are to be connected to the gas processing plant have been connected.

 

4.      That a hearing should be scheduled for July 18, 1972, at which time the Commission will hear evidence in order to determine what field rules should be adopted for the production of oil and gas from the Peoria, Peoria North, Latigo, Poncho and Hombre Fields and, also, to consider long range plans for allocation of gas to the expanded Peoria Gas Processing Plant.

 

ORDER

 

NOW, THEREFORE, IT IS ORDERED that temporary relief from the production limitations as established by Order No. 226-9 for the Peoria Field, Order No. 239-1 for the Latigo Field, and Order No. 237-6 for the Poncho Field, is hereby granted and that the operator of the Peoria Gas Processing Plant, with the assistance of the field operators, be allowed to load the plant with gas from the above-mentioned fields, as well as the Peoria North and Hombre Fields; said relief from production restrictions on oil and gas shall be allowed only when all wells within a field that are to be connected to the Peoria Gas Processing Plant have been connected.

 

IT IS FURTHER ORDERED that the operators in the Peoria, Peoria North, Latigo, Poncho, and Hombre Fields are hereby requested to appear at the hearing scheduled for July 18, 1972, to present all available production and test data obtained during the interim in order for the Commission to determine what field rules should be adopted for the production of oil and gas for said fields and to consider long range plans for allocation of gas to the expanded Peoria Gas Processing Plant.

 

IT IS FURTHER ORDERED that this order shall be effective fifteen (15) days commencing July 3, 1972.
