REPORT OF THE COMMISSION

 

This cause came on for hearing before the Commission on April 16, 1979 at 9:00 a.m., in Room 110, State Centennial Building, Denver, Colorado, after giving Notice of Hearing as required by law, on the application of Western Slope Gas Company, for an order approving the storage of natural gas in an underground reservoir in the Muddy "J" formation underlying the Roundup Field, Morgan County, Colorado.

 

FINDINGS

 

The Commission finds as follows:

 

1.      Western Slope Gas Company, as applicant herein, is an interested party in the subject matter of the above-referenced hearing.

 

2.      Due notice of the time, place and purpose of the hearing has been given in all respects as required by law.

 

3.      The Commission has jurisdiction over the subject matter embraced in said Notice, and of the parties interested therein, and jurisdiction to promulgate the hereinafter prescribed order.

 

4.      The Applicant, Western Slope Gas Company, is a Colorado corporation, and is a natural gas public utility as required by the provisions of Chapter 34, Article 64, C.R.S. 1973.

 

5.      The Applicant is in the business of transporting and distributing natural gas for ultimate public use and consumption in the Denver area, and that all such natural gas is subject to resale and will help assure the Public Service Company of Colorado of an adequate source of natural gas close to Denver during peak use periods and the proposed storage project described in the following order is in the public interest and welfare.

 

6.      Testimony presented at the hearing indicates that gas and associated hydrocarbons was produced from the reservoir, located in the Muddy "J" formation, and that said reservoir became non-productive in commercial quantities with the last remaining well plugged and abandoned in 1976, and further production is not economically feasable [sic] under either primary or secondary recovery methods.

 

7.      The proposed storage reservoir in the Muddy "J" formation is a contained reservoir, sealed horizontally by a gas-water contact and facies changes and vertically by shale intervals and has suitable formation characteristics for storage purposes.  Capacity of the reservoir is estimated to be approximately 8-billion cubic feet.

NOW, THEREFORE, IT IS ORDERED, that the project as proposed by Western Slope Gas Company for the storage of natural gas in an underground reservoir situated in the Muddy "J" formation within the following described area in the Roundup Field, Morgan County, Colorado, is hereby approved:
