REPORT OF THE COMMISSION

TO ALL INTERESTED PARTIES AND TO WHOM IT MAY CONCERN:

Pursuant to a hearing before the Oil and Gas Conservation Commission of the State of Colorado (“COGCC”) on July 28, 2014, at the Weld County Administration Building, Events Center, 1150 “O” Street, Greeley, Colorado 80631, the Commission promulgated amendments to its Rules and Regulations as described in Appendix A, and a Statement of Basis and Purpose in Appendix B, attached to this Order.

Specifically, the Commission adopted amendments to Rule 100 Series (Definitions), Rule 200 Series (General Rules), Rule 300 Series (Drilling, Development, Production and Abandonment), Rule 400 Series (Unit Operations, Enhanced Recovery Projects), Rule 500 Series (Rules of Practice and Procedure), Rule 600 Series (Safety Regulations), Rule 800 Series (Aesthetic and Noise Control Regulations), Rule 900 Series (E&P Waste Management), Rule 1100 Series (Flowline Regulations), and Rule 1200 Series (Protection of Wildlife Resources) of the Commission’s Rules of Practice and Procedure 2 C.C.R. 404-1 (“Rules”). This “Clean-up Rulemaking” was designed to make Commission Rules easier to understand and more consistent, effective, and efficient. The adopted changes include correcting cross-references and typographical errors, removing unnecessary language, improving readability, and conforming the Rules to current agency practices. 

These amendments became effective, per Section 24-4-103, C.R.S., twenty days after publication by the Secretary of State on September 30, 2014.
