REPORT OF THE COMMISSION

        This cause came on for hearing before the Commission on January 16, 1962, at 10 a.m., in Room 330, State Office Building, Denver, Colorado, after publication of Notice of Hearing as required by law, on the Commission's own motion to consider an amendment of Rule 316(d) of Order No. 1-2. At this time various operators and others interested in the production of oil and gas in the State of Colorado appeared, and testimony was presented.

FINDINGS

        The Commission finds as follows:

        1. That due notice of the time, place and purpose of the hearing has been given in all respects as required by law.

        2. That the Commission has jurisdiction over the subject matter embraced in said Notice, and of the parties interested therein, and jurisdiction to promulgate the hereinafter prescribed order.

                3. That Rule 316(d) of the Commission's Order No. 1-2 reads, in part as follows: "Cement shall be allowed to set a minimum of eighteen (18) hours under pressure before drilling the plug."

        4. That advanced. technology and proven practices in oil and gas well cementing operations indicate that the minimum setting time for cement need not be more than twelve (12) hours under pressure before drilling the plug.

       

        5. That Rule 316(d) of Order No. 1-2 should be amended to read, in part as follows: "Cement shall be allowed to set a minimum of twelve (12) hours under pressure before drilling the plug."

 

 

 

 

ORDER

 

        NOW, THEREFORE, IT IS ORDERED by The Oil and Gas Conservation Commission of the State of Colorado, that Rule 316(d) of Order No. 1-2 shall be and it hereby is, amended to read as follows: "Cement shall be allowed to set a minimum of twelve (12) hours under pressure before drilling the plug. The term 'under pressure' as used herein will be complied with if one float valve is used or if pressure is otherwise held
