MISSION STATEMENT

The mission of the Colorado Oil and Gas Conservation Commission (COGCC) is to foster the responsible development of Colorado's oil and gas natural resources.

Responsible development results in:

The COGCC seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado's oil and gas natural resources.

 

STRATEGIC PLAN

GOALS

  1. Promote the exploration, development and conservation of Colorado's oil and gas natural resources
  2. Prevent and mitigate adverse impacts to public health, safety, welfare and the environment
  3. Demonstrate balanced leadership in the regulation and promotion of oil and gas development in Colorado at the local, state and federal levels

 

OBJECTIVES AND MEASURES TO ACHIEVE STRATEGIC PLAN GOALS

Objective 1:  Ensure compliance through an effective enforcement program.

Measure 1 – Provide initial response to complaints within two (2) business days

Measure 2 – Develop inspection goals for every field inspector

Measure 3 – Review operator submitted reports and information within thirty (30) days

Measure 4 – Perform quarterly review of compliance by operators with reporting requirements

Measure 5 – Enforce mechanical integrity testing and financial assurance requirements for shut-in wells with a semiannual review 

Measure 6 – Resolve notices of alleged violations within sixty (60) days of abatement date

Measure 7 – Advance appropriate enforcement action by docketing Administrative Orders by Consent  and Orders Finding Violation  for next available hearing

Measure 8 – Conduct Underground Injection Control  program in accordance with EPA and COGCC requirements

Measure 9 – Oversee Exploration and Production  waste management activities

Measure 10 – Conduct studies to develop baseline data to assess environmental impact

Measure 11– Continue to implement the agreements with the Colorado Water Quality Control Commission to protect Colorado’s water resources

Objective 2:  Expedite the processing of oil and gas well drilling, recompletion and disposal/enhanced recovery well permit applications.

Measure 1 – Post pending applications to COGCC website within two (2) business days

Measure 2 – Process all complete permit applications within thirty (30) days

Measure 3 – Prepare and publish monthly permit statistics

Objective 3:  Serve as the primary government resource to the public regarding oil and gas development in Colorado.

Measure 1 – Organize and conduct meetings throughout the state to provide education for and interaction with all stakeholders

Measure 2 – Participate in public outreach opportunities throughout the state.

Measure 3 – Maintain the Local Governmental Designee program

Measure 4 – Administer an annual outstanding awards program for oil and gas operations

Measure 5 – Publish documents and pamphlets to inform the public about the COGCC and oil and gas development

Measure 6 – Maintain a website with current Colorado oil and gas development information

Measure 7 – Provide open access for public inquiries via telephone, email and in person

Objective 4:  Maintain and develop the Division’s information technology resources

Measure 1 – Maintain 99% systems availability

Measure 2 – Ensure employee desktop availability at least 95% of time

Measure 3 - Review IT development needs and systems performance through customer feedback

Measure 4 – Develop, annually update, and communicate the strategic information technology plan

Measure 5– Create, implement and communicate an annual tactical information technology plan

Measure 6– Update and expand systems user documentation

Measure 7– Comply with changing State and Department IT Security Requirements

Measure 8 – Participate in Department IT enterprise development (Imaging, Web, Network, Asset Management)

Objective 5:  Develop and implement business process management to maximize efficiency

Measure 1 – Create and document each business process used by COGCC staff

Measure 2 – Centralize the business process documentation and make it available for review and update

Measure 3 – Identify appropriate business processes to automate and include as projects in the IT Strategic Plan

Objective 6:  Provide administrative and technical support to assist the Commission in performing its policy, adjudicatory, and rulemaking functions

Measure 1 – Provide information to potential hearing applicants to ensure the most efficient use of the Commission hearing process

Measure 2 – Ensure compliance with hearing-related statutory deadlines.      

Measure 3 – Streamline Commission hearings by conducting prehearing conferences and administrative hearings

Measure 4 – Update Commissioners on COGCC activity and statewide oil and gas issues by preparing ten (10) annual staff reports

Measure 5 – Provide staff analyses on adjudicatory and rulemaking hearing matters as appropriate

Measure 6 – Prepare and present testimony and exhibits at enforcement hearings

Measure 7– Conduct issue specific meetings of affected stakeholders to solicit input on Commission actions

Objective 7:  Manage financial and personnel resources

Measure 1 – Effectively manage the annual Environmental Response Fund appropriation.

Measure 2 – Perform monthly reconciliation of financial assurance with the State accounting system

Measure 3 - Perform annual validation of financial assurance instruments

Measure 4 - Maintain a tracking system for financial assurance releases

Measure 5 – Evaluate current and projected workload to determine funding and staffing levels needed to achieve the goals and objectives of the Strategic Plan

Measure 6 – Prepare Budget Change Requests to meet the evolving needs of the Division

Measure 7 – Maximize employee effectiveness and retention by providing a pleasant and productive work environment

Measure 8 – Develop staff skills through training and participation in professional organizations

Measure 9 - Annually update the Division’s strategic plan

Measure 10 – Implement the Division’s strategic plan through the State personnel performance planning and appraisal process
