Abstract:: The Colorado Oil and Gas Conservation Commission (COGCC) WELLS shapefile consists of over 98,000 oil and gas well locations within the State of Colorado. The well point data represent permitted locations, most of which have been drilled and completed, or drilled and abandoned. Some permitted locations were never drilled; these locations are also included in the shapefile. Well IDs and other header information are provided as attributes. The COGCC is the official repository for Colorado's oil and gas information.
Purpose:: The primary purpose of the COGCC WELLS shapefile is to allow all interested parties access to Colorado's oil and gas information.

Attribute_Accuracy_Report:: Attributes from the WELLS Shapefile are exported from COGIS. Data in COGIS is derrived from drilling permits, completion reports, and various other submittals from Oil and Gas Operators. The COGCC staff reviews and verifies the information submitted prior to final acceptance in COGIS.

All wells with valid location information in the COGIS database are represented in the WELLS Shapefile.

Horizontal_Positional_Accuracy_Report:: Horizontal accuracy is primarily controlled by two factors: 1) the quality of the data submitted by Oil and Gas Operators and 2) the process used by COGCC to convert footage calls from section boundaries to coordinate values. The first factor is usually not an issue because the well locations are surveyed and or located using GPS equipment. The second factor is related to the COGCC well spotting program. Footage calls from section lines were read by an AutoCAD program that uses a 1:24,000 digital land grid for the base map. The wells were spotted as perpendicular offsets to section lines or as the center of a quarter quarter and lattitude, longitude, UTM X, and UTM Y values were calculated and written to the COGIS database. As of December 1, 2005, all new well permits are submitted to the COGCC with GPS latitudes and longitudes. These coordinates are entered directly into the COGIS database and inaccuracies associated with the well spotting program are not incurred.

Process_Description:: Prior to December 15, 2005, the wells were spotted using the COGCC Well Information Spotting Program (WISP). Footage calls from section boundaries or quarter quarter section centers were read into the WISP application and the wells were spotted on AutoCAD Map drawings. Latitude / longitude values were then calculated from the drawings and returned to the COGCC database. After December 15, 2005 latitude and longitude values from field surveying and/or GPS operations are entered directly to the COGIS database.
Well locations are read from the database and displayed over the Internet in COGCC's Autodesk MapGuide Application, GIS Online. ESRI Arcview 9x software is then utilized to connect to the database and create SHP files for download. This process is performed on a daily basis.
