Description:

Abstract:: The Colorado Oil and Gas Conservation Commission (COGCC) FACILITIES shapefile is made up of over 12,000 oil and gas facility locations within the State of Colorado. Most of these facilities are pits at this time. Although the facilities shapefile is designed to include other facilities like gas plants, tank batteries, and other oil and gas structures, additional work is required on the COGIS database prior to importing these types of facilities into the shapefile. Facility IDs and other header information are provided as attributes. The COGCC is the official repository for Colorado oil and gas information.
Purpose:: The primary purpose of the COGCC Facilities shapefile is to allow all interested parties access to Colorado oil and gas information.

Attribute_Accuracy_Report:: Attributes from the FACILITIES Shapefile are exported from COGIS. Data in COGIS is derrived from drilling permits, completion reports, and various other submittals from Oil and Gas Operators. The COGCC staff reviews and verifies the information submitted prior to final acceptance in COGIS.

All facilities with valid location data in the COGIS database are represented in the FACILITIES Shapefile.

Horizontal_Positional_Accuracy_Report:: Horizontal accuracy is primarily controlled by two factors: 1) the quality of the data submitted by Oil and Gas Operators and 2) the process used by COGCC to convert footage calls from section boundaries to coordinate values. The first factor is somewhat of an issue because most of the pit locations were reported only to the nearest quarter quarter of a section. The second factor is related to the COGCC spotting program. Footage calls or quarter quarter calls are read by an AutoCAD program that uses a 1:24,000 digital land grid for the base map. The facilities are spotted as perpendicular offsets to section lines or are placed in the center of a quarter quarter and lattitude, longitude, UTM X, and UTM Y values are calculated and written to the COGIS database.

Process_Step:

Process_Description:: This map layer is created using the COGCC Well Information Spotting Program (WISP). Footage calls from section boundaries or quarter quarter section calls are read into the WISP application and the wells are spotted on AutoCAD Map drawings. Latitude / longitude values are then calculated from the drawings and returned to the COGCC database. The facility locations are read directly from the database and displayed over the Internet in COGCC's Autodesk MapGuide Application, GIS Online. ESRI Arcview 9x software is then utilized to connect to the database and create SHP files for download. This process is performed on a daily basis.
